That ayah in surah " alkahf " الكهف
The ayah describe the conversation between alkhedr and mosa prophet
When alkhedr blamed mosa prophet about his much questions
قال ألم أقل لك إنك لن تستطيع معي صبرا
Qala aalm aqol laka enka lan Tastatea' maa'ya sabra
He Said قال qala
"He say - يقول yaqol "
قال " Allah here telling us what happened between alkhedr and mosa prophet "
Allah said " alkhedr " said " قال to mosa prophet "
Did I ألم aalm
why we said " did I " not " did he or she or it " because the word which next ألم refer someone talk about himself

Now we have two verbs in past tense

لن is mean something will not happen in future
And it's mean they had conversation before and said to mosa prophet " you will not be able to be patience with me " and now his words is right and he prove he can't be patience by mosa prophet question again
